I'd assume your running Eluna since I believe you have posted stuff regarding to it before, either way this should do what you want.

Think it should be
PLAYER_EVENT_ON_LOGOUT = 4, // (event, player)
PLAYER_EVENT_ON_LOGIN = 3, // (event, player)
RegisterPlayerEvent(4, Startingzone), instead?

Actually I tested it out and OnLogin works, however I don't see why OnLogout shouldn't work as well so I'd say it doesn't make much of a difference at all. Only thing that really changes might be the loading screen time if you change it to on logout but that's just something I'd assume.

You should allow players to logout where ever they want to and have new players log in where you want them to using OnFirstLogin (30) hook.
