Well after dealing with the DDOS attack now i'm experiencing authserver attacks , they just crash the authserver ......

maybe idk i have restarted the VPN and now I get stuck at retrieving characters list and to mention that there were no modifications at the core in past 3 weeks

Stop using your VPN provider. They found that out and now each time your IP switches, they grab it. There are tools out there that link the clients VPN and IP information. The best thing to do is let it sit awhile w/ it offline. Check around in your Windows files and make sure there are no viruses attaching to that file. Also, use your task manager to make sure nothing opens up when you execute Authserv.exe.

You said Attacks, so I assumed you were receiving opcode attacks via authserver. Is is this an attack problem or is this just a connection issue?

right now idk what to think, there are no errors , everything is set up corectly it works well until few days ago and again to mention that there were no changes the server keep stuck at retrieving characters list :|

Are you using a free vpn or a paid one, and which is your provider?
